80年代以来,我国的行政区划进行了市管县、县改市两项重大变革。本文认为这两项变革不仅未能很好的达到消除城乡分割、促进城乡一体化的初衷,反而造成了种种问题。究其原因,是这两项变革不仅未能正确认识城乡分割的真实原因是计划经济体制而不是地理上、行政管理上的城乡分治,而且忽视了城市和乡村这两种不同的人类聚居体需要相应不同的管理的要求。因此笔者认为,今后的改革应循着“城乡可以并且应当分治”的思路,将城乡相对分离开来,重新构建我国行政区划体系,在逐步完善的市场经济体制中促进城乡一体化。
Since the 1980s, the administrative divisions in our country have carried out two major changes in the cities and counties, cities and counties. This paper argues that these two changes not only fail to achieve well the original intention of eliminating the urban-rural partition and promoting the integration of urban and rural areas, but have caused various problems. The reason is that these two changes not only failed to correctly understand the true reason for the division between urban and rural areas, but also because of the planned economic system rather than the geographical and administrative division of governance between urban and rural areas and neglected the differences between urban and rural human settlements Requires different management requirements. Therefore, I believe that future reforms should be based on the idea that “urban and rural areas can and should be divided” so as to separate the urban and rural areas from each other, reconstruct the administrative divisions of our country and promote the integration of urban and rural areas in the gradual improvement of market economy.
