长期以来,由于种种历史原因,我国城乡经济社会发展形成特有的二元结构。随着改革与发展,城市发展越来越快,“三农”问题日益突出。为此,党的十六大首次提出全国建设小康社会必须统筹城乡经济社会发展,通过实施城乡统筹,改变城乡分治,以城市带动农村,从根本上解决“三农”问题。
For a long time, due to historical reasons, the urban-rural economic and social development in our country has formed a unique dual structure. With the reform and development, the urban development is getting faster and faster. The issue of “agriculture, rural areas and farmers” is becoming increasingly prominent. Therefore, for the first time, the 16th CPC National Congress proposed that the construction of a well-to-do society across the country should overall plan the economic and social development in both urban and rural areas and solve the issue of “agriculture, rural areas and farmers” by fundamentally resolving the division of governance between urban and rural areas and driving the rural areas with cities.
