推行电子政务,是党中央国务院面对新形势作出的重大决策,具有重要的战略意义,也是一项长期的、艰巨的任务。如何更深入领会“统一规划、突出重点、整合资源、统一标准、保障安全”的电子政务建设原则?如何更准确科学地理解电子政务本质?如何更理性务实地发展电子政务?2月26日,来自各地的电子政务实践专家、应用推进机构负责人和IT企业政府业务高层主管,在“中国电子学会电子政务专家委员会成立大会暨电子政务建设机制保证主题研讨会”上,就我国电子政务建设面临的新问题、新矛盾进行了深入探讨。与会者结合各自的实践,就实施统一规划的机制要求与多部门多机构多平台并行现状“、一把手工程”集体决策原则与电子政务项目责任主体缺失、事业机构的服务特性及权限制约与电子政务的政务本质和管理职能要求、效能目标监理与低成本实现、电子政务“以人为本”的思想体现与复合型人才成长与激励机制的缺乏、外包服务的效益成本与信息安全机制的战略效益、试点工程经验推广与政府采购原则对接、IT供应商的品牌影响与品质保障等问题发表了自己的看法。本报今天摘登部分代表的发言,欢迎更多的专家、学者共同探讨。
