基层是企业的细胞,是石油企业生产经营最基本的单元,是全部工作的落脚点。基层是中国石油的生存之本、发展之源、效益之基。辽河油田公司党委立足基层开展的以“小文化角、小练兵、小伙房、小厕所、小绿地”为主要内容的“五小”文化建设,正是赋予了基层思想政治工作的新内容、新方法、新思路、新思维,凝聚了基层员工的集体智慧、情感和力量,因而在全公司特别是在从事原油生产的一线单位引起了强烈的反响,广大员工都称“五小”是油田企业文化建设的“暖心工程”和“温馨工程”。
