随着我国金融市场的逐步完善与发展,建立显性存款保险制度已成为防止存款类金融机构发生系统性危机、以及完善金融机构市场退出机制的迫切要求。本文首先介绍目前存款保险制度的国际争议以及我国目前存款保险制度现状,然后通过存款保险制度安排的比较,在制度职能设计、参与模式选择、保险限额、保障范围、费率制定以及存款基金运作等制度安排方面提出了构建我国存款保险制度的基本框架。 With the gradual improvement and development of China’s financial market, the establishment of a dominant deposit insurance system has become an urgent requirement for preventing systemic crises in deposit-taking financial institutions and improving the exit mechanism for financial institutions. This article first introduces the current international dispute deposit insurance system and the status quo of the current deposit insurance system in our country, and then through the comparison of deposit insurance system arrangement, in the system function design, participation mode selection, insurance quota, coverage, rate setting and deposit fund operation In terms of institutional arrangements, the basic framework for building a deposit insurance system in our country is put forward.
