辛亥革命一声炮响,推翻帝制,建立中华民国,引进西方议会制度,开启西方议会政治制度的短暂尝试。1913年4月8日,中华民国第一届国会召开,张耀曾以众议院议员身份入选宪法起草委员会。他参与宪法起草委员会诸多问题的讨论,如大总统选举方法和权限、国会委员会、国会一院制或两院制和国务员职权等。然而民初第一届国会最终遭袁世凯解散,但是张耀曾国会委员会思想以及宪政救国主张是值得肯定的。
The Revolution of 1911 rallied loudly, overthrowing the imperialism, establishing the Republic of China, introducing a system of Western parliaments and opening a brief trial of the political system of the Western Parliament. On April 8, 1913, the first parliament of the Republic of China was convened. Zhang Yao was elected to the Constitution Drafting Committee as a member of the House of Representatives. He is involved in discussions on many issues of the constitution drafting committee, such as methods and powers for the presidential election, parliamentary committees, the first chamber of the Diet, or the powers of the two chambers and the state department. However, the first parliament in the early Republic of China was finally dissolved by Yuan Shikai, but Zhang Yao’s idea of parliamentary committees and the proposal of constitutional government to save the country were worthy of recognition.
