以“两保一挂”为主要形式的承包经营责任制,在经过三年的试行后,部分企业去年底已到期。如何在第二轮承包中进一步完善承包制,是当前治理整顿、深化改革中的一个重要课题。在第一轮承包中所暴露的负盈不负亏、短期行为,以及承包基数的确定、承包人的选择、承包人与职工收入差距过大等等问题,已引起政府有关部门与理论界的普遍关注,并提出很多改进的措施与办法。兹根据笔者几年来在纺织工业系统直接参与企业承包工作的实践,提出承包制中亟待研究解决的几个财务问题,阐述个人观点,向同行们求正。
