为了解决部队医院管理、专业技术水平低以及人才缺乏而靠院校培养在短期内难以解决等问题,广州军区卫生部在广泛调查和协商的基础上,决定采取“哥哥带弟弟”的办法,实行医院帮带师医院挂钩责任制,由一所医院帮带一所师医院,争取在2~3年内,使每所师医院的业务管理和技术水平,有一个显著提高,使师医院成为名符其实的部队医疗预防工作中心,以适应平战时卫生勤务的需要。
