《企业法》规定“厂长是企业的法定代表人”,《企业法》同时规定“职工有参加企业民主管理的权利,有对企业的生产和工作提出意见和建议的权利”。我就任厂长四年来,特别是企业实行厂长负责制以来,清醒地认识到,厂长全面负责,决不意味着是“个人治厂”。没有职工的主动参与,没有职工的民主管理,就不可能有厂长负责制;只有充分尊重职工参加企业民主管理的权利,才能实现高度集中和民主的统一,千斤重担众人挑,企业才能兴旺发达。
The “Enterprise Law” stipulates that “the factory director is the legal representative of the company” and the “Corporate Law” also stipulates that “employees have the right to participate in the democratic management of the enterprise and have the right to give opinions and suggestions on the production and work of the enterprise”. In my four years as director of the factory, especially since the company has implemented the responsibility system of the factory director, I have clearly realized that the director is fully responsible and does not mean that he is a “personal factory”. Without active participation of employees, without the democratic management of employees, there can be no manager responsible for the system; only by fully respecting the rights of employees to participate in the democratic management of enterprises can a highly centralized and democratic unity be achieved. .
