中国国际人才开发中心,是由国务院批准成立的,主要为外资企业及有关流动人员提供涉外事务和人事管理等配套服务。在这个中心立户管理的270家企业中,共有流动党员1000多名,组成73个党支部。这些党员都是随着社会主义市场经济的发展和人事制度改革的深入,分别从国家机关、大专院校、科研部门、国有企业等“下海”的。这些党员绝大多数具有大专以上学历,有不少是研究生毕业,还有一些是出国留学归来的。他们中有教授、高级工程师、经济师,有的曾是厅局级干部,相当一部分现任总经理、董事长等领导职务。这些党员分布在国内外众多单位,而且许多单位和地址变动频繁,高度分散,流动性大。我们党委针对这一特点,按照从严治党的要求,积极探索有效的党员管理教育方式,保证组织健全,党员能发挥应有的作用。
China International Talent Development Center was established with the approval of the State Council. It mainly provides supporting services for foreign-funded enterprises and related floating personnel on foreign affairs and personnel management. Of the 270 enterprises managed by the center, a total of more than 1,000 members of the floating community have formed 73 branches. These party members all follow the development of the socialist market economy and the deepening reform of the personnel system, from the state organs, tertiary institutions, scientific research departments and state-owned enterprises, respectively. Most of these party members have a college education or above. Many of them graduated from graduate schools and some returned overseas. Among them, there are professors, senior engineers and economists. Some of them used to be bureau-level cadres, a considerable number of current general managers and chairman positions. These party members are located in numerous units both at home and abroad, and many units and addresses have been subject to frequent changes, highly dispersed and large liquidity. In response to this feature, our Party committee actively explores effective ways of party member management and education in accordance with the requirement of strictly administering the party, ensures that the organization is sound and Party members can play their due role.
