众所周知,近10年是北京城市交通建设与管理取得瞩目成就的10年,交通基础设施投入力度不断加大,累计投入已达1052亿元,占GDP的5.2%,力图为首都的社会经济发展与市民生活提供一个良好的交通环境。然而,持续高速增长的交通需求及各类影响和制约交通发展的内外因素发生了前所未有的改变,使城市交通发展的形式和规律变得更加复杂和难以把握。交通建设上持续高投入并未从根本上平抑持续高增长的需求,供求矛盾依然十分尖锐。
As we all know, the past 10 years have witnessed remarkable achievements in the construction and management of Beijing’s urban transport. In the past 10 years, investment in transportation infrastructure has been steadily increasing with a total investment of 105.2 billion yuan, accounting for 5.2% of GDP, aiming to contribute to the social and economic development of the capital Civic life provides a good traffic environment. However, sustained and rapid growth in traffic demand and all kinds of internal and external factors that affect and restrict traffic development have undergone unprecedented changes, making the forms and laws of urban transportation development more complicated and difficult to grasp. The sustained high investment in transport construction has not fundamentally stabilized the demand for sustained high growth. The contradiction between supply and demand remains acute.
