天津市河东区的一些待整修的旧楼区房屋产权,分属多个单位,单由一个产权单位不便牵头管理。而这些社区的居委会在旧楼区整修前,就承担了本小区国家政策宣传、低保户核实、邻里调解、卫生保洁费收取等日常管理工作,组织下岗人员从事清除小广告,或成立巡查队巡查小区安全等公益性工作,有一定的群众基础和管理服务经验。因此,由社区居委会牵头,相关产权单位配合,采取社区管理模式,负责组织实施旧楼区物业管理工作,可充分发挥居委会的优势作用,取得良好的社区管理效果。 Hedong District, Tianjin City, some of the old buildings to be renovated housing property rights, belonging to multiple units, a single unit of ownership by the inconvenience of lead management.
