基层央行事后监督部门正式设立十余年来．央行各类核算系统进行了大步革新。随着发行会计集中系统的稳定运行、TCBS正式上线、财税库横向联网系统的稳步推进、ACS即将全面推广。央行会计核算的流程、方式和理念发生了很大变化。在新形势下，如何提高事后监督有效性．成为摆在我们面前的一个新课题。
