由于电力严重匮乏,前苏联政府决定利用伏尔加河和卡马河的水电资源修建大型水电站,以保证在最短的时期内供电。然而由于各方面的原因,致使前苏联水电蕴藏量只被利用了36%时即已停止开发,直至20世纪80年代,才重新开始对水力资源的开发。而此时欧洲部分国家的水电资源已开发了90%以上,美国、加拿大等国也已开发了50%~65%,但俄罗斯却只开发了不到其总数的7%。在完成了大量勘测、研究工作之后,拟定了几十个水电站坝址,以开发伏尔加河流域的水电资源。一批拟建的水电站主要位于山麓河流,水库淹没的土地非常少,这些新水电站的修建,将使其水电资源的开发增加至46.3%,技术上可开发的蕴藏量的开发增加至72%,水电资源的经济效益将达到93.3%。
