各地领导机关对发展农业生产合作社的工作,目前应及时地进行一次检查,发扬成绩和经验,纠正缺点和偏向,以便进一步做好工作,提高干部;使正在建立的合作社切实建好,已经建立的走向巩固。今冬明春,农业生产合作社要发展到六十万个左右,老解放区将有百分之三十多的农户入社,晚解放区将在大部分乡有社,至少是区区有社。这也就是说建社运动已初步具有群众性的规模,过去派出干部亲自动手试办少数合作社的方式,已为群众自己动手普遍办社的方式所代替。六十万个社办好了,就可以给今后三年的大发展打下良好的基础;如果办不好,在不巩固的阵地上前进,势必使运动遭受波折,而引起对整个农村生产的种种不利影响。全部情况说明,我们正处在一个重要关头上;所有的农村工作同志都要把勇敢前进的精神和谨慎踏实的作风结合起来,去进行工作,才能推动革命事业走向新的胜利。会有少数地区的少数同志,对当前情况缺乏周密的分析和判断,产生了急躁情绪。他们认为「今天农民在大势所趋之下,可以不叫自
