邯钢经验具有普遍意义 国有企业在经历了“一包就灵”、“一改就灵”等尝试后,人们握出疑问:这回提出的学邯钢这一招又灵不灵?笔者有幸参加了四川省内江市组织的学邯钢经验骨干培训班后,疑窦顿释,认识到邯钢经验确实具有学习的普遍意义: 一、邯钢经验是在逆境中“逼”出来的。1990年由于原材料大幅度涨价,钢材市场严重疲软,邯钢生产的28个品种,仅有2个盈利,连续5个目亏损,企业生存受到威胁,迫使企业深化内部改革,转换经营机制,推行“模拟市场核算,实行成本否决”,所以说它是逼出来的经验。这种经验对全国所有的国有企业,特别是处于困境中的国有企业,找到了可以学习和借鉴的思路和方法,因而具有普通学习的意义。 二、邯钢经验是自己“干”出来的。过去,我们树起来的有些让人学习的典型是靠国家靠地方政府用人力、物力、财力“扶”起来的,这种靠吃“偏份”的典型没有普遍意义,因为不可能所有的学习单位都有“偏份”可吃。而邯钢经验是在国家宏 The experience of Handan Steel has universal significance After the state-owned enterprises have experienced such attempts as “one pack to get the spirit” and “have changed and become spiritual”, people have questioned: This time, the academic school of steel has been ineffective. This experience has found the ideas and methods that can be learned and learned from all state-owned enterprises in the country, especially state-owned enterprises in distress, and therefore has the meaning of ordinary learning.
