民航西北管理局航管中心气象台不仅负责监视和预报咸阳机场的天气,而且还向西安飞行区域内的各类飞行提供气象保障服务。咸阳机场启用以来,虽然天气对飞行的制约作用有所减小,但天气特别是低能见度(<1.0km)仍然是不利于正常飞行的首要因素。为了提高天气预报准确率,使天气对飞行安全和正常飞行的不利作用降低到最低程度,根据民航西北航管中心和中心气象台的方针目标,我们于1993年7月着手对咸阳机场的冬季低能见度的预报进行了研究,成立了由台长、预报工程师、预报人员句兆贵、任瑾、孙永才、张晓儒参加的四人联合攻关型QC小组。
