党的十五大提出,用三年时间使大多数国有大中型亏损企业摆脱困境。今年是国企脱困的最后一年,在全国酿酒界国有企业尚在全力脱困的大环境下,山东省一批酒业国有企业依靠改革率先成功脱困并迅速崛起,张裕公司、青啤集团、兰陵集团就是其中的典型代表。更重要的是,它们都是经过市场熔炉锻造的国企,都经过了从低谷到波峰的艰辛跨越,都无一例外地进行了体制创新,建立了现代企业制度,并且在品牌运营上取得不俗的业绩。它们良好的业绩,让那些尚在全国扭亏的国企看到改革的希望。它们的改革实践明白地告诉我们——
