孔子学院是我国进行汉语言与文化推广的重要品牌。2012年5月,发生在美国的“孔子学院事件”暴露出汉语国际推广中法律保障体系的严重缺失。这种缺失主要表现在孔子学院的合法地位与有效运营、海外汉语教师的合法权益、汉语言传播的地位与作用等三个方面缺少应有的法律规定。对此,我国政府应借鉴发达国家语言推广的成功经验,加快立法,完善法律保障机制,以确保汉语国际推广事业的可持续健康发展。
Confucius Institute is an important brand in our country to promote Chinese language and culture. In May 2012, the “Confucius Institute Incident” that took place in the United States revealed a serious lack of legal safeguards in the international promotion of Chinese. This deficiency is mainly manifested in the lack of due legal provisions in the three aspects of the legal status and effective operation of Confucius Institutes, the legitimate rights and interests of overseas Chinese teachers and the status and role of Chinese language communication. In this regard, our government should learn from the successful experience of the developed countries in language promotion, speed up legislation and improve the legal guarantee mechanism to ensure the sustainable and healthy development of the Chinese international promotion.
