2014年12月10日,国家知识产权局举办专利信息资源开放新闻发布会,宣布将免费开放中美欧日韩五局专利信息资源。这是全球第一个除了提供本国专利基础数据之外,还面向社会公众提供国外专利基础数据的平台。国家知识产权局副局长甘绍宁出席发布会并在讲话中强调,开放专利信息资源,是落实党中央、国务院关于简政放权、推进政府信息公开要求的具体举措,专利信息资源开放,将有效地保障创新驱动发展战略的实施,激发市场活力,促进知识产权服务业发展,产生良好的经济和社会效益。
On December 10, 2014, the State Intellectual Property Office held a news conference on the opening of patent information resources and announced that it would open up for free the patent information resources of the five offices of China, the United States, Europe, Japan, and South Korea. This is the first platform in the world that provides basic data on foreign patents for the general public in addition to providing basic data on its own patents. Gan Shaoning, deputy director of the State Intellectual Property Office, attended the press conference and emphasized in his speech that the opening up of patent information resources is a concrete measure for implementing the request of the Central Government and the State Council on simplifying power and releasing government information. The opening of patent information resources will effectively safeguard Innovation drives the implementation of the development strategy, stimulates the vitality of the market, and promotes the development of the IP service industry, resulting in good economic and social benefits.
