社区教育要与教育管理体制改革相结合。社区教育在现实性上是对社区内各种教育的统合和对社区内教育资源的重组。它有别于现行的条块分割、封闭管理的教育体制,是一种新型的、开放性教育管理模式。学校向社会开放.社区内的各种教育因素相互沟通、互相协作,为社区普及文化教育,开发人力资源,提高人们的生活质量,发挥教育投资的整体效益。一种新型的教育组织与管理模式的构建,势必要从管理体制、运行机制、管理制度的层面入手,通过建立一个各种因素相互作用的稳定结构,来减少系统内的不确定性,规范人们的行为,以保持社区教育正常运行的秩序。所以,当前推进社区教育,势必要与教育管理体制改革相结合。
