The Basic Education Curriculum Reform (Trial) clearly states that the curriculum management should be changed to be too centralized. Three levels of curriculum management should be implemented at national, local and tertiary levels so as to enhance the adaptability of the curriculum to local schools, schools and students. School-based curriculum development fully respects the uniqueness and diversity of school teachers and students
