在现行矿务局内物流方式中,一般由四个层次、三个环节构成,即矿务局、矿厂、区段和直接耗料班组。每个环节都要有物资的装卸和搬运,除浪费一定的人力、物力外,还要造成被装卸物资的散落和损毁。这是其一。其二,每个流通环节都要投入一定的管理力量和设施(工具、仓库、场地、运输设备等),花费很多管理费用。其三,现实地分析目前局内物资供应状况,从最终消费单位依次向上,都要设专人和车辆去领料,手续繁杂,牵扯精力太大。
