加强铁路规章制度管理,建立健全一套系统的规章修改制度,使规章建设制度化。建议设立专门的机构,负责各类规章的日常维护和定期修改;规章并不是越多越好,也不应该是越长越安全,针对每个工作岗位把规章进行细化和分类,把规章落到实处,做到有章必循;安全生产重在预防,贵在坚持。从规章的管理入手,开展对事故隐患的排查治理,是落实预防为主方针,防范和减少各类事故的重要举措。
