Faced with the wave of domestic economic restructuring and the international new technology revolution, how scientific research institutes adapt to the new situation is a question worth exploring. The Party Central Committee and the State Council require the scientific research units to be enterprise-oriented, combine their scientific research results with productivity, and assume sole responsibility for their own profits and losses. Our Shanghai Institute of Housing Management Science and Technology follows the spirit of the Central People’s Government and, under the specific leadership of the ministries and bureaus, is exploring new ways to explore responsibilities, rights and interests.
