国家“十二五”规划独立成章地将港澳纳入国家层面规划,当中更触及澳门产业结构的优化方向。然而,博彩业“一业独大”已使澳门形成了博彩财政的格局,而澳门特区政府对博彩业的依赖度日益增加。在高度依赖博彩税收下,特区政府有没有存在优化产业结构动力机制的可能?如果有,又是什么因素促使特区政府推动产业结构优化?产业结构优化动力机制如何生成?理论界一直缺乏这方面的探讨。本文通过对澳门产业结构优化动力机制的构建分析,为特区政府在应对国家“十二五”规划、改变产业结构单一格局提供动力理论支持。这对促进产业结构优化、改善产业结构失衡、配合国家实施“十二五”规划具有现实意义。
The national “Twelfth Five-Year Plan” will bring Hong Kong and Maucao into the planning of the national level independently of each other, which touches on the optimization direction of the industrial structure in Macao. However, the gaming industry, “a major player in the industry,” has led to the formation of a gaming economy in Macau. The Macau government is increasingly dependent on the gaming industry. Given the high dependence on betting duty tax revenue, is there any possibility that the SAR Government has a mechanism to optimize the industrial structure? If so, what are the factors that prompted the SAR government to promote the optimization of the industrial structure and how the power structure of industrial structure optimization has been generated? Discussion. Through the analysis of the construction and analysis of the dynamic mechanism of industrial structure optimization in Macao, this paper provides motivation theoretical support for the SAR government to cope with the national “Twelfth Five-Year Plan” and change the single pattern of industrial structure. This is of great realistic significance in promoting the optimization of the industrial structure and improving the imbalance of the industrial structure in line with the state’s “Twelfth Five-Year Plan”.
