随着社会主义市场经济体制的深入发展,贫困群体不但不会消失,贫困人口还会相对增加,贫困程度还会有所加剧,困难群众对社会救助的期盼和需求会愈加强烈。社会救助作为保障和改善民生的重要制度,其“兜底”保障作用将越来越受到党和政府以及社会各界的高度关注。未来一个时期,我国社会救助的发展方向和趋势,主要体现在十个方面:即救助制度法制化、救助理念人性化、救助政策配套化、救助标准科学化、救助范围扩大化、救助管理规范化、救助监督多元化、救助手段信息化、救助城乡一体化、救助资源整合化。研究社会救助的发展方向,对于我们把握规律性、增强预见性、提高自觉性,推动社会救助工作改革创新发展具有十分重要的作用。
With the deepening development of the socialist market economic system, the poor will not only disappear, but also the relative poverty will increase, the poverty will be aggravated, and the expectation and demand for social assistance will be even greater for the needy people. Social assistance, as an important system for protecting and improving people’s livelihood, will receive more and more attention from the party and government and from all walks of life. In the coming period, the development direction and trend of social assistance in our country are mainly reflected in ten aspects: the legalization of the aid system, the humanization of the concept of assistance, the companion of the assistance policy, the scientific standardization of the aid, the expansion of the assistance, the standardization of the aid management, Diversification of bailiffs and supervision, informatization of aid means, assistance in the integration of urban and rural areas, and integration of relief resources. Studying the development direction of social assistance plays an important role in our understanding of regularity, enhancement of foresight, improvement of consciousness and promotion of reform, innovation and development of social assistance work.
