本文提出了在和平时期,特别是在改革开放的新形势下,我国的军工科研院所面临的三个主要问题,并提出了军工科研院所在和平环境下如何求生存、求发展,进而建立新型运行机制的对策措施。
This article puts forward three major problems that our country's military research institutes face in the peacetime, especially under the new situation of reform and opening up. It also proposes how the military research institutes should survive and develop in a peaceful environment and establish a new type Operational Mechanism of Countermeasures.
