解放战争时期,由于战争、自然灾害、战勤等原因,解放区的难民、灾民等弱势群体问题十分严重,对这些弱势群体进行社会救助自然成为摆在中国共产党和解放区政府面前的一项重要工作。中国共产党领导在领导人民进行解放战争的同时,积极进行弱势群体的社会救助工作并取得了显著的成效。对这一问题,目前学术界的研究还不够丰富和系统,本文试就这一问题进行梳理和探讨,以期对当今的社会救助事业及和谐社会的构建提供一定的借鉴意义。 During the War of Liberation, due to war, natural disasters and military operations, the problem of vulnerable groups such as refugees and victims in the liberated areas was very serious. Therefore, social assistance to these vulnerable groups naturally became an important task before the Chinese Communist Party and the government of the liberated areas. While leading the people in their war of liberation, the leaders of the Chinese Communist Party have actively carried out social assistance work for the underprivileged groups and have achieved remarkable results. At present, the academic research is not rich and systematic enough. This paper attempts to sort out and discuss this issue in order to provide some reference to the construction of social assistance and harmonious society.
