国防费管理实质上是战略导向的量化问题,它与战略管理应该有内在的统一,但战略规划系统与国防费分配系统脱节却是目前国防费管理体制的主要弊病。因此,改革的核心在于两者的有机结合,应建立科学的“规划—计划—预算”系统,以国家利益为主线,用系统分析的方法分配有限的资源,以获得最大的国防效益。目前,应做到以坚持战略目标为导向,实行以法规化、制度化、标准化为基础的双轨控制机制。
National defense cost management is essentially a strategic-oriented quantitative problem. It should have an internal unity with strategic management. However, the separation between the strategic planning system and the national defense cost allocation system is the major drawback of the current national defense cost management system. Therefore, the core of the reform lies in the organic combination of the two. A scientific system of “planning-planning-budgeting” should be set up, with the national interest as the main line, and systematic analysis to allocate limited resources so as to obtain the greatest national defense benefit. At present, we should be guided by our adherence to our strategic objectives and implement a dual-track control mechanism based on regulation, institutionalization and standardization.
