In 1979, the sixth meeting of the Advisory Committee on Memorandum of Understanding was held in France to discuss the issue of improving the long-term benchmark and the new definition of rice. During the preparation of this meeting, it is suggested that the definition of meter be expressed as: (1) by stabilizing the wavelength of the laser radiation; (2) by its frequency at a wavelength equal to the speed of light; and (3) by electromagnetic waves in the vacuum at 1/299792458 The distance traveled in seconds or the electromagnetic waves in the vacuum pass through 1/2 of the distance in 1 second
