1.目前对统配煤炭是否应成为商品,统配煤矿是否应成为商品生产经营者,在认识上不统一。只有统一认识,才能推动改革。2.当前煤矿建设和生产经营实行两条线的体制有很大弊端,不利于缩短工期和提高经济效益,应当改进。3.产业政策同价格政策的导向需一致。现在国家的产业政策要求向基础工业倾斜,但价格政策却没有与此相适应。4.煤炭工业的改革要有一个目标构想和中期总体规划,并要有分步实施的措施。

The reform of the coal industry should have a target concept and a medium-term master plan, and have step-by-step measures.
