随着改革开放和大量引进国外先进技术,我国近几年已经并将继续引进各类计算机设备。如何最有效地管好用好这些耗资甚大的先进技术设备,无疑是十分重要的。 笔者就接触的有限环境,简述这方面存在的问题及解决对策,供有关领导及同行参考。 一、存在问题 1.某些部门特别是部属单位,其计算机的配置是自上而下进行分配。由于有关人员未进行仔细的技术论证,甚至为了个人得到一些好处,结果,给基层单位装备的计算机往往软硬件不配套,技术资料不全,甚至全然不符合该单位的实际需要,造成使用单位在装机后长期不能正常投入运行或难以发挥机器效益。某单位价值数十万元的Bensn静电绘图仪和3800激光打印机,从1987年装机后至今未投入运行即属此种情况。 2.国营单位购买计算机,反正是上级拨款,贪大求全,形成对所买设备未及时组织力量开发使用,造

The author briefly described the problems in this area and the solutions to the limited environment for contact, for reference by relevant leaders and peers. First, there are problems 1. Some departments, especially subordinate units, their computer configuration is distributed from top to bottom. Because the relevant personnel did not carry out careful technical argumentation, even for the individual to obtain some benefits, as a result, the computers provided to the grass-roots units are often not supported by hardware and software, and the technical information is incomplete, and even completely does not meet the actual needs of the unit, resulting in the use of the unit in the installed capacity. After a long period of time can not be put into normal operation or difficult to play machine benefits. The Bensn electrostatic plotter and the 3800 laser printer worth several tens of thousands of yuan belonged to a group that had not been put into operation since it was installed in 1987. 2.
