随着改革开放和大量引进国外先进技术,我国近几年已经并将继续引进各类计算机设备。如何最有效地管好用好这些耗资甚大的先进技术设备,无疑是十分重要的。 笔者就接触的有限环境,简述这方面存在的问题及解决对策,供有关领导及同行参考。 一、存在问题 1.某些部门特别是部属单位,其计算机的配置是自上而下进行分配。由于有关人员未进行仔细的技术论证,甚至为了个人得到一些好处,结果,给基层单位装备的计算机往往软硬件不配套,技术资料不全,甚至全然不符合该单位的实际需要,造成使用单位在装机后长期不能正常投入运行或难以发挥机器效益。某单位价值数十万元的Bensn静电绘图仪和3800激光打印机,从1987年装机后至今未投入运行即属此种情况。 2.国营单位购买计算机,反正是上级拨款,贪大求全,形成对所买设备未及时组织力量开发使用,造 With the reform and opening up and the introduction of a large number of advanced foreign technologies, China has been and will continue to introduce various types of computer equipment in recent years.
