几年来,全省各级运管部门以党的“十五”大精神为指针,以加快道路运输发展为主题,以结构调整为主线,以科技进步和市场整顿为突破口,解放思想,开拓进取,对道路运输行业实施了一系列重大调整和改革,促进了道路运输业快速健康发展,成绩斐然。一、进一步放开搞活市场,实现了道路运输业的快速发展市场经济的主要特征是开放、竞争,只有开放市场,引入竞争机制,才能实现优胜劣汰,加快发展。为此,我们确定了以市场需求为导向,全面放开市场的指导思想,制定了一系列鼓励市场发展的政策。一是制定与地方经济发展相适应的年均增长7%—8%的行业发展规划,确定了高等级公路运输、大吨位货物运输、集装箱、零担运输、农村运输、出入境汽车运输等行业为重点发展领域,通过政府直接投入、政策倾斜、发挥政府部门组织协调作用等方式,予以重点扶持。二是加强运输市场需求的调查研究,对道路运输行业发展政策
