政府社交媒体文件是重要的信息资产与资源,政务社交媒体文件管理的优化是对信息、文件、档案管理理论与方法创新性的探索,也是为国家、社会与公众留存证据与记忆的重要行动。基于文献调研、案例分析与访谈的方法调查了国内外部分国家与地区的政务社交媒体文件管理实践。研究发现,不同的国家与地区形成了档案馆主导、政府机构主导等不同的管理模式。各国与地区的实践也处于不同进程,我国实践还处于起步阶段,但从政务社交媒体应用方面已经显现出不同的特征,也为文件管理提出了一些注意事项。基于对现有实践的分析,提出未来的政务社交媒体文件管理应当从如下四个方面予以探索:设计适应性的文件管理框架、明确政务社交媒体文件的范畴、构建主体协同机制、建立系统的技术体系。
Government social media files are important information assets and resources. The optimization of government social media document management is an innovative exploration of the theory and method of information, document and file management. It is also an important act of retaining evidence and memory for the state, society and the public. Based on the methods of literature research, case analysis and interview, this paper investigated the government social media document management practices in some countries and regions at home and abroad. The study found that different countries and regions have formed different management modes such as archives dominance and government agencies dominance. The practice in all countries and regions is also in a different process. Our practice is still in its infancy, but different characteristics have emerged from the application of government social media, and some caveats for document management have also been put forward. Based on the analysis of existing practices, the paper proposes that the future administration of social media document management should be explored from four aspects as follows: designing an adaptive document management framework, clarifying the scope of government social media documents, building the main collaborative mechanism and establishing systematic techniques system.
