目前我国技工院校实施的校企合作、工学结合的教育模式中,技工院校仍然是这一教育模式的主办方,企业在校企合作中积极性不高,行业还没有真正参与到校企合作、工学结合中来,这种局面形成的最主要原因在于学校仍然是校企合作、工学结合的主办方、发起人、组织者和大小事宜的解决者,缺乏必要的政策支持和来自第三方的协调、监督服务机制。校企合作、工学结合涉及五大层面的问题:技工院校、企业、政府、行业和学生。而这五大层面中,技工院校、企业、政府和行业都是为第五大层面的学生服务的,因此需要校企合作涉及的前四方共同努力:政府统筹保障、行业协会协调、校企双方共同参与,四方形成合力,才能完成它们为学生服务的共同目标,即培养国家和企业需要的高技能人才,技工院校工学结合一体化的长效机制也才能构建起来。任何单独的一方都无法完全解决这一跨部门、跨领域的跨界合作。

No single party can completely solve this cross-sectoral and cross-border cross-border cooperation.
