近几年,公务员聘任制试点工作已在全国的一些地方开展。本文在阐述我国实施公务员聘任制意义的基础上,总结了我国推行公务员聘任制存在的难点,主要包括:缺乏专门法律法规保障,极易产生权利寻租;与委任制公务员缺乏衔接,竞争机制尚未形成;考核等配套制度不健全,权利未受到充分保障等,并结合我国实际情况,提出了推进公务员聘任制的建议。
In recent years, the pilot project of appointing civil servants has been carried out in some parts of the country. On the basis of expounding the significance of the system of appointing civil servants in our country, this paper summarizes the difficulties existing in the appointing system of civil servants in our country, including the lack of protection by special laws and regulations and the generation of rights for rent-seeking; the lack of linkage with appointing civil servants and the lack of competition mechanism Formed; the supporting system such as assessment is not perfect, the rights are not fully guaranteed, etc., combined with China’s actual conditions, put forward proposals to promote appointment of civil servants.
