党的十八大报告提出到2020年实现全面建成小康社会宏伟目标,并提出加大对革命老区的扶持力度,明确了老区科学发展的方向。在惠州市委书记黄业斌看来,没有革命老区的小康就没有惠州的全面小康。因此,要实现全面建成小康社会的宏伟目标,必须加快推进老区的建设和发展。近年来,惠州市在经济社会快速发展的同时,大手笔投入资金建设和发展革命老区,使老区人民的经济收入快速增长,老区的生活环境明显改善,成效显著。
