镇康县军弄乡哈里村是一个德昂族聚居的山寨,村里有一位德高望重的德昂族退休干部曹阿够,他带领德昂族群众改变落后的生产方式和生活习惯,发展市场经济,追求文明进步,使偏僻落后的德昂山寨发生了巨大变化,被人们传为佳话。1994年初,曹阿够从军弄乡人大主席这一领导职位上退休,回到了他的家乡——德昂山寨哈里村。哈里自然村地处深山密林之中,不通公路,不通电,全村55户人家274人,
