湖南西线开发1995至2010年总体规划提出的“石门经济小区”战略目标是:“以石门为中心,充分利用石门县丰富的生物资源和区位优势,发挥枝柳铁路和石长铁路的重要作用,以石门电厂、湘北水泥厂等在建和即将建设的大型企业为骨干,带动建材、化工工业发展,建成以重工业为主体的产业相对密集区,并带动城市功能的发展,使石门成为西线地区经济拓展的桥头堡和湘北经济快速发展的支撑点”。西线规划已经科学描绘石门未来15年经济发展的宏伟蓝图,我们应从以下几个方面来把握这次千载难逢的历史机遇,实施跨世纪的发展战略。一、站在全省、全国的高度认识建设石门经济小区的战略意义1、石门经济小区是湘北和澧水流域
