晚清以来,随着捐纳、保举的扩大,致使州县候补人员流品混杂、仕途壅滞;而督抚任用中的不拘文法,也直接冲击原有的铨选成例。新政开始后,随着一系列制度改革的推行,州县官选任制度也随之发生变革。主要表现为:通过学习考试以定去留;变通回避之制,准州县官近省取用;停止部选。这些变革不仅呈现出被动应变的特点,而且也由于各方利益的牵制而难以取得预期的效果。
