本文是关于苏联铁路轨道检查和评定的新技术規程。新规程的特点是把轮轨作用的动力指标作为确定误差等级、消除误差期限以及规定容许速度的基础。对存在Ⅳ和Ⅴ级的严重误差的地段,在误差未消除以前,限制列车通过速度。轨道检查车主任有权根据检查结果和有关规定发出限速指令,由添乘的工务段负责人向行车部门申请发行限速警告书,以确保行车安全。 轨道检查车至少有三个主要功能:1.发现严重误差超限处所,指导紧急补修,以保行车安全;2.发现线路变化规律及质量不良地段,克服线路修理和养护作业中的盲目性;3.综合评定线路质量,做为对养路工作的评价和养路工人评奖的参考。 当前,我们正在研宄轨道检查车的新结构和改进线路质量的检查评定办法,国外经验可做参考。
This article is about the Soviet Union rail track inspection and assessment of new technical regulations. The new procedure is characterized by the use of the wheel / rail dynamics as a basis for determining the error level, eliminating the deadline for error, and setting the permissible speed. For lots with serious errors of Grade IV and V, the train passing speed is limited before the error is eliminated. The director of the track inspection vehicle shall have the power to issue a speed limit order according to the inspection results and the relevant provisions and the person in charge of the public works section shall apply for issuing a speed limit warning book to the travel department to ensure traffic safety. There are at least three main functions of the track inspection vehicle: 1. Detecting the serious error exceeding the limit, guiding the emergency repair to ensure the safety of the vehicle; 2. Detecting the variation of the route and the bad quality lots to overcome the blindness in the line repair and maintenance work; 3. A comprehensive assessment of line quality, as the maintenance of road maintenance work and road maintenance workers reference. At present, we are studying the new structure of track inspection vehicles and improving the examination and assessment of the quality of routes. Overseas experience can be used as a reference.
