国家荣誉制度是国家政治制度的重要组成部分,是国家政治正当性的象征之一。建立完善统一的国家荣誉制度有利于社会主义核心价值观的建构,有助于社会向心力和凝聚力的形成。目前我国现行的国家荣誉制度层次低,国家荣誉勋章、奖章和荣誉称号,包括政府奖励的设立、颁授等较杂、较乱,不能及时有效的弘扬社会主义核心价值观所内含的精神,故有必要依据宪法,借鉴荣誉制度立法成熟国家之经验,挖掘我国古代荣誉制度之传统,检讨现行国家荣誉制度,架构我国国家荣誉制度。
The national honor system is an important part of the national political system and one of the symbols of national political legitimacy. The establishment and improvement of a unified national honor system is conducive to the construction of the socialist core values and contributes to the formation of social solidarity and cohesion. At present, the current national honor system in our country is low, and the honorary medal, medal and honorary title of the State, including the establishment and award of government awards, are more complicated and chaotic than the traditional spirit of socialist core values. It is necessary to draw on the constitution, learn from the experience of countries with mature legislation on the honorary system, tap the tradition of ancient honorary institutions in our country, review the current national honor system and structure our country’s honor system.
