党的十五大把依法治国作为党领导人民治理国家的基本方略首次写入工作报告,并提出将其贯穿于社会主义初级阶段整个过程。十五大报告把依法治国与社会主义基本制度结合起来同十四大把市场经济与社会主义基本制度结合起来一样,都是我党对科学社会主义理论的令人瞩目的重大突破和创造。十五大关于依法治国的论述,以新的理论观点进一步丰富和发展了邓小平民主法制思想。在建设有中国特色社会主义理论的创造中,邓小平同志精辟而科学地提出和解决了加强民主法制建设的一系列问题,确定了民主法制建设在党和国家工作中的重要地位。党的十四大根据邓小平的观点,提出“建设社会主义法制国家”的大政方针,将我国的民主法制建设推向一个加速发展时期。这次,党的十五大进一步确定将“依法治国,建设社会主义法治国家”作为基本方略,并且更加完整准确地阐述了依法治国的科学含义,即“依法治国,就是广大人民群众在党的领导下,依照宪法和法律规
