本文介绍了以 LCC(使用寿命成本)和 SE(系统效果)评价为基本手段的 LCCing 方法(使用寿命成本有效性分析法)。在计划对包括铁路机车车辆及其它各种大型项目在内的设备进行投资前,采用这种方法对方案的选择、评价及最后决策过程能起到良好的作用。文章还通过使用实例,证明了采用 AHP 方法(分级决策法)的有效性和实用性,并对该分析法的使用和计算方法做了较详细的解说,还给出了计算公式和计算程序的出处。
This article describes the LCCing method (Life Cycle Cost Effectiveness Analysis) that takes LCC (Service Life Cost) and SE (System Effect) as the basic measures. This approach can be very useful for the selection, evaluation and final decision-making process of a project before it is planned to invest in equipment that includes rolling stock and other large projects.
