现行监管方式以行政审批方式为主要手段,既没有一套与市场经济相适应的法律法规作依据,也没有现代监管方法。其后果自然是:监管由于缺乏法律依据而带有很大的不确定性,定价机制等方面的缺陷扭曲了市场主体的利益关系。
The current supervision method is mainly based on administrative approval methods. There is neither a set of laws and regulations that are compatible with the market economy nor a modern supervision method. The natural consequence is that supervision has great uncertainty due to lack of legal basis, and the defects in the pricing mechanism distort the interests of market players.
