We live in a world which changing in all respects.Some aspects of the global order are obviously changing.Some of these changes are not yet complete as there has not yet been any essential change in quality or quantity. First,the global order is changing in terms of numbers.The global order and strategic configuration is about the distribution of power and big power relations in relation to that distribution.In this regard,change is constant.The proportion of developed countries at the top has been steadily declining,meanwhile,the proportion of developing countries,including newly emerging economics,is rising.Ten years ago,the economies of the developed countries (namely the U.S.,Europe and Japan) accounted for 60-70％ of the world total,but the figure today is less than 60％.The world is moving toward a situation in which the developed and developing countries each hold about 50％ of the world economy.
