职业教育领域的任何一项改革都必须回应师生发展需求,以“人的发展”定得失成败。在“双证融通”专业改革中,师生既是改革的创生者、参与者和践行者,也是改革根本受益者。上海市中等职业教育“双证融通”专业改革,是上海市教育委员会与上海市人力资源和社会保障局两大主体在职业教育专业教学与职业技能鉴定两个领域共同开展的重大改革项目,是“双证书”制度的实践与发展,是建立现代职业教育体系的重要举措,也是一项实践要求高、具有创新性的工作。本次改革是一项牵涉方方面面的整体性变革,之所以能取得成功,我认为归结为以下三个方面。第一,科学的顶层设计。我们看到,在改革的制度框架上,上海中职的“双证融通”专业改
