本文的主旨在于阐明:欧洲必须向世界其他最发达区域(北美、日本及东南亚诸“小龙”)提供新的世界性社会契约。其目的就是等到2020年左右全球人口达到80亿时,将现有的人力、物资、技术和金融的巨大资源运用于满足这80亿人口的基本需要和期望。因此,作者认为,欧洲一向认为自己绝对需要在世界市场上从事竞争,现在却必须摆脱这种思想的束缚,摆脱因从事这种竞争而使自己受制于私有化、解除管制和经济自由化这三种力量;这三种力量已导致各国社会契约的解体,而战后的社会经济进步却是凭借各国社会契约实现的。
The thrust of this article is to clarify that Europe must provide a new worldwide social contract to the rest of the world’s most developed regions (“dragons” in North America, Japan and Southeast Asia). Its purpose is to apply the enormous resources available to manpower, materials, technology and finance to meeting the basic needs and expectations of the 8 billion people by 2020, when the global population reaches 8 billion. Therefore, the author believes that Europe has always believed that it absolutely needs to compete in the world market and must now get rid of the shackles of such thinking and get rid of the three factors of privatization, deregulation and economic liberalization caused by such competition These three forces have led to the disintegration of social covenants in various countries, but the post-war socio-economic progress has been achieved by virtue of the social covenants of all countries.
