《中共中央关于进一步加强和改进国有企业党的建设工作的通知》指出:“国有企业党组织参与重大问题的决策是一种组织行为,是党组织按照党的路线、方针、政策,对关系企业改革、发展、稳定的重大问题提出意见和建议。”这就明确告诉我们,企业党组织参与企业重大问题决策不是任何一个人或少数几个人的个人行为,而是一种组织行为。在建设有中国特色的现代企业制度中,不论企业的资产如何重组,企业的组织形式或经营管理体制如何改变,企业党组织的政治核心地位都不能动摇,党组织参与重大问题决策始终应当是一种组织行为,而不是任何个人行为。那么,如何使“企业党组织参与重大问题决策”真正成为一种组织行为,笔者认为,必须采取以下措施:一、统一思想,增强共识,充分认识“股份制企业党组织参与重大问题决策是一种组织行为”的重大意义
